Jose-Luis Herrero was sworn in as the Head of the Council of Europe Office to the Republic of Moldova in September 2014. He has extensive international experience, focusing on democratic transitions and democracy promotion, institution building, post conflict situations, inter-ethnic relations, and peace building and security, both at the practitioner and research/academic levels. Mr Herrero is also a visiting professor at the Universidad Pontificia de Comillas (Madrid, Spain) teaching International Conflict Management and Resolution within the International Relations degree and a visiting professor at the Instituto de Empresa (Madrid, Spain) teaching Peace and Conflict Resolution within the International Relations degree. He has previously served as the Head of OSCE Mission in Skopje (2009-2011) and in Baku (2007-2009). Jose-Luis Herrero was the Director General at the Fundación para las Relaciones Internacionales y el Diálogo Exterior (FRIDE) in Madrid (2003-2006) and Political Advisor at the UN Interim Administration Mission in Kosovo (1999-2002).
